                  MEASURE READ THE FIRST TIME--S. 953

  Mr. REID. I understand S. 953 introduced earlier today by Senator 
Reed is at the desk, and I ask for its first reading.
  The ACTING PRESIDENT pro tempore. The clerk will read the bill by 
title for the first time.
  The legislative clerk read as follows:

       A bill (S. 953) to amend the Higher Education Act of 1965 
     to extend the reduced interest rates for Federal Direct 
     Stafford loans, to modify required distribution rules for 
     pension plans, to limit earnings stripping by expatriated 
     entities, to provide for modifications related to the Oil 
     Spill Liability Trust Fund, and for other purposes.

  Mr. REID. I now ask for its second reading and object to my own 
request.
  The ACTING PRESIDENT pro tempore. Objection having been heard, the 
bill will receive its second reading on the next legislative day.
