                 UNANIMOUS CONSENT AGREEMENT--H.R. 475

  Mr. DURBIN. Mr. President, I ask unanimous consent that if the Senate 
receives H.R. 475 from the House of Representatives and the bill is 
identical to the text which is at the desk, then the bill be read three 
times and the Senate proceed to a vote at a time to be determined by 
the majority leader, in consultation with the minority leader, with no 
intervening action or debate.
