        DISTRICT OF COLUMBIA CHIEF FINANCIAL OFFICER VACANCY ACT

  Mr. SCHUMER. I ask unanimous consent that the Senate proceed to the 
consideration of H.R. 1246, which was received from the House and is at 
the desk.
  The PRESIDING OFFICER. The clerk will report the bill by title.
  The assistant legislative clerk read as follows:

       A bill (H.R. 1246) to amend the District of Columbia Home 
     Rule Act to provide that the District of Columbia Treasurer 
     or one of the Deputy Chief Financial Officers of the Office 
     of the Chief Financial Officer of the District of Columbia 
     may perform the functions and duties of the Office in an 
     acting capacity if there is a vacancy in the Office.

  There being no objection, the Senate proceeded to consider the bill.
  Mr. SCHUMER. Mr. President, I ask unanimous consent the bill be read 
three times and passed, the motion to reconsider be laid upon the 
table, with no intervening action or debate.
  The PRESIDING OFFICER. Without objection, it is so ordered.
