ADVANCING AMERICA'S NETWORKING AND INFORMATION TECHNOLOGY RESEARCH AND
DEVELOPMENT ACT OF 2013

motion to suspend the rules and pass the bill (H.R. 967) to amend the
High-Performance Computing Act of 1991 to authorize activities for
support of networking and information technology research, and for
other purposes, as amended, on which the yeas and nays were ordered.

personal explanation
Mrs. BACHMANN. Mr. Speaker, today I was unable to cast my vote for
H.R. 1163, H.R. 756 and H.R. 967 due to my duties as part of a
delegation of Members of the U.S. House of Representatives attending
the funeral services of Baroness Margaret Thatcher in London. Had I
been present to cast my vote, I would have voted ``yes'' on all three
bills.
