            MEASURES READ THE FIRST TIME--S. 582 AND S. 583

  Mr. REID. Mr. President, there are two bills at the desk, and I ask 
for their first reading en bloc.
  The PRESIDING OFFICER. The clerk will report the bills by title for 
the first time en bloc.
  The assistant legislative clerk read as follows:

       A bill (S. 582) to approve the Keystone XL Pipeline.
       A bill (S. 583) to implement equal protection under the 
     14th article of amendment to the Constitution for the right 
     to life of each born and preborn human person.

  Mr. REID. Mr. President, I object to both bills at this time.
  The PRESIDING OFFICER. Objection is heard.
  The bills will be read for the second time during the next 
legislative day.
