       INSTRUCTION MODIFICATION TO AMENDMENT NO. 29, AS MODIFIED

  Mr. REID. Mr. President, I ask unanimous consent that notwithstanding 
the adoption of the Inhofe amendment No. 29, as modified, the 
instruction line on the amendment be modified with the changes that are 
at the desk. This is to make sure it is placed in the proper location 
of the substitute amendment.
