Mr. CICILLINE. Mr. Speaker, on the Legislative Day of February 5,
2013, upon request of a leave of absence, a series of votes were held.
Had I been present for these rollcall votes, I would have cast the
following votes: On Ordering the Previous Question for H. Res. 48,
Providing for consideration of H.R. 444, to require that, if the
President's fiscal year 2014 budget does not achieve balance in a
fiscal year covered by such budget, the President shall submit a
supplemental unified budget by April 1, 2013, which identifies a fiscal
year in which balance is achieved, and for other purposes (rollcall No.
33)--I vote ``nay.'' On Agreeing to the Resolution H. Res. 48,
Providing for consideration of H.R. 444, to require that, if the
President's fiscal year 2014 budget does not achieve balance in a
fiscal year covered by such budget, the President shall submit a
