            AUTHORIZING THE ISSUANCE OF RIGHT-OF-WAY PERMITS

  Mr. REID. Mr. President, I ask unanimous consent that the Senate 
proceed to H.R. 4606.
  The PRESIDING OFFICER. The clerk will report the bill by title.
  The bill clerk read as follows:

       A bill (H.R. 4606) to authorize the issuance of right-of-
     way permits for natural gas pipelines in Glacier National 
     Park, and for other purposes.

  There being no objection, the Senate proceeded to consider the bill.
  Mr. REID. Mr. President, I ask unanimous consent that the bill be 
read three times, passed, the motion to reconsider be made and laid on 
the table, with no intervening action or debate, and that any 
statements be printed in the Record.
