                EXTENSION OF LIMITED ANTITRUST EXEMPTION

  Mr. DURBIN. Mr. President, I ask unanimous consent that the Senate 
proceed to the immediate consideration of S. 3715 introduced earlier 
today by Senator Harkin.
  The PRESIDING OFFICER. The clerk will report the bill by title.
  The assistant legislative clerk read as follows:

       A bill (S. 3715) to extend the limited antitrust exemption 
     contained in the Pandemic and All-Hazards Preparedness Act.

  There being no objection, the Senate proceeded to consider the bill.
  Mr. DURBIN. I further ask unanimous consent that the bill be read 
three times and passed, the motion to reconsider be made and laid upon 
the table, with no intervening action or debate, and any related 
statements be printed in the Record.

       Be it enacted by the Senate and House of Representatives of 
     the United States of America in Congress assembled,

     SECTION 1. EXTENSION OF LIMITED ANTITRUST EXEMPTION.

       Section 405(b) of the Pandemic and All-Hazards Preparedness 
     Act (42 U.S.C. 247d-6a note) is amended by striking ``6-
     year'' and inserting ``7-year''.
