                    KAY BAILEY HUTCHISON SPOUSAL IRA

  Mr. SCHUMER. Mr. President, I ask unanimous consent that the 
Committee on Finance be discharged from further consideration of S. 
3667 and the Senate proceed to its immediate consideration.

  The legislative clerk read as follows:

       A bill (S. 3667) to rename section 219(c) of the Internal 
     Revenue Code of 1986 as the Kay Bailey Hutchison Spousal IRA.

  There being no objection, the Senate proceeded to consider the bill.

read a third time and passed, the motion to reconsider be laid upon the 
table, and that any statements relating to the measure be printed in 
the Record.

       Be it enacted by the Senate and House of Representatives of 
     the United States of America in Congress assembled,

     SECTION 1. KAY BAILEY HUTCHISON SPOUSAL IRA.

       The heading of subsection (c) of section 219 of the 
     Internal Revenue Code of 1986 is amended by striking 
     ``Special Rules for Certain Married Individuals'' and 
     inserting ``Kay Bailey Hutchison Spousal IRA''.
