 IMPROVING TRANSPARENCY OF EDUCATION OPPORTUNITIES FOR VETERANS ACT OF 
                                  2012

  Mr. MERKLEY. Mr. President, I ask unanimous consent that the 
Veterans' Affairs Committee be discharged from further consideration of 
H.R. 4057 and the Senate proceed to its consideration.

  The legislative clerk read as follows:

       A bill (H.R. 4057) to amend title 38, United States Code, 
     to direct the Secretary of Veterans Affairs to develop a 
     comprehensive policy to improve outreach and transparency to 
     veterans and members of the Armed Forces through the 
     provision of information on institutions of higher learning, 
     and for other purposes.

  There being no objection, the Senate proceeded to consider the bill.
  Mr. MERKLEY. I ask unanimous consent that the Murray substitute 
amendment which is at the desk be agreed to; the bill, as amended, be 
read three times and passed; the motion to reconsider be laid upon the 
table, with no intervening action or debate; and that any related 
statements be printed in the Record.
