  Mr. REID. Mr. President, I am told there is a bill, H.R. 6429, due 
for a second reading.
  The ACTING PRESIDENT pro tempore. The clerk will read the bill by 
title for the second time.
  The legislative clerk read as follows:

       A bill (H.R. 6429) to amend the Immigration and Nationality 
     Act to promote innovation, investment, and research in the 
     United States, to eliminate the diversity immigrant program, 
     and for other purposes.

  Mr. REID. Mr. President, I would object to any further proceedings 
with respect to this legislation at this time.
