                 MEASURE READ THE FIRST TIME--H.R. 6429

  Mr. BROWN of Ohio. Madam President, I understand there is a bill at 
the desk, and I ask for its first reading.
  The PRESIDING OFFICER. The clerk will read the bill by title for the 
first time.
  The assistant bill clerk read as follows:

       An act (H.R. 6429) to amend the Immigration and Nationality 
     Act to promote innovation, investment, and research in the 
     United States, to eliminate the diversity immigrant program, 
     and for other purposes.

  Mr. BROWN of Ohio. Madam President, I now ask for a second reading, 
and in order to place the bill on the calendar under rule XIV, I object 
to my own request.
  The PRESIDING OFFICER. Objection having been heard, the bill will be 
read for a second time on the next legislative day.
