  Mr. DURBIN. Mr. President, I understand that S. 3519 is at the desk 
and due for a second reading.
  The PRESIDING OFFICER. The clerk will read the bill by title for the 
second time.
  The assistant legislative clerk read as follows:

       A bill (S. 3519) to require sponsoring Senators to pay the 
     printing costs of ceremonial and commemorative Senate 
     resolutions.

  Mr. DURBIN. I would object to any further proceedings with respect to 
the bill.
