                                PROGRAM

  Mr. LIEBERMAN. Mr. President, the majority leader filed cloture on 
the cyber security bill today. As a result, the filing deadline for 
first-degree amendments to S. 3414 is 1 p.m. on Wednesday.
  I want to indicate to my colleagues that we continue to work on an 
agreement on amendments to the bill which I hope we can reach. If no 
agreement is reached, the cloture vote will be on Thursday.
