                 MEASURE READ THE FIRST TIME--H.R. 6082

  Mr. SCHUMER. Mr. President, I understand there is a bill at the desk, 
and I ask for its first reading.
  The PRESIDING OFFICER. The clerk will report the bill by title.
  The bill clerk read as follows:

       A bill (H.R. 6082) to officially replace, within the 60-day 
     Congressional review period under the Outer Continental Shelf 
     Lands Act, President Obama's Proposed Final Outer Continental 
     Shelf Oil & Gas Leasing Program (2012-2017) with a 
     congressional plan that will conduct additional oil and 
     natural gas lease sales to promote offshore energy 
     development, job creation, and increased domestic energy 
     production to ensure a more secure energy future in the 
     United States, and for other purposes.

  Mr. SCHUMER. I ask for a second reading, and in order to place the 
bill on the calendar under the provisions of rule XIV, I object to my 
own request.
  The PRESIDING OFFICER. Objection is heard. The bill will be read for 
a second time on the next legislative day.
