                FEDERAL RESERVE TRANSPARENCY ACT OF 2012

  The SPEAKER pro tempore. The unfinished business is the vote on the 
motion to suspend the rules and pass the bill (H.R. 459) to require a 
full audit of the Board of Governors of the Federal Reserve System and 
the Federal reserve banks by the Comptroller General of the United 
States before the end of 2012, and for other purposes, as amended, on 
which the yeas and nays were ordered.
  The Clerk read the title of the bill.
  The SPEAKER pro tempore. The question is on the motion offered by the 
gentleman from California (Mr. Issa) that the House suspend the rules 
and pass the bill, as amended.
  This will be a 5-minute vote.

  Ms. CLARKE of New York changed her vote from ``nay'' to ``yea.''
  So (two-thirds being in the affirmative) the rules were suspended and 
the bill, as amended, was passed.
  The result of the vote was announced as above recorded.
  The title was amended so as to read: ``A bill to require a full audit 
of the Board of Governors of the Federal Reserve System and the Federal 
reserve banks by the Comptroller General of the United States, and for 
other purposes.''.
  A motion to reconsider was laid on the table.
  Stated against:
  Ms. WATERS. Mr. Speaker, during the vote for H.R. 459, the Federal 
Reserve Transparency Act, I voted ``yes'' for this legislation. This 
was not my intent. I intended to vote ``no.'' I strongly believe that 
the Federal Reserve should remain an independent central bank that is 
free from political influence; therefore, I would like the record to 
reflect that my vote in favor of this legislation was in error, and 
that I would have voted against it.
