          MEASURES READ THE FIRST TIME--S. 3414 AND H.R. 5872

  Mr. REID. Mr. President, there are two bills at the desk, and I ask 
for their first reading.
  The PRESIDING OFFICER. The clerk will report the bills by title for 
the first time.
  The assistant legislative clerk read as follows:

       A bill (S. 3414) to enhance the security and resiliency of 
     the cyber and communications infrastructure of the United 
     States.
       A bill (H.R. 5872) to require the President to provide a 
     report detailing the sequester required by the Budget Control 
     Act of 2011 on January 2, 2013.

  Mr. REID. Mr. President, I now ask for a second reading on both these 
matters but object to my own request.
  The PRESIDING OFFICER. Objection having been heard, the bills will be 
read for a second time on the next legislative day.
