  Mr. REID. Mr. President, I ask unanimous consent that the Senate 
proceed to consideration of Calendar No. 448.
  The PRESIDING OFFICER. The clerk will report the bill by title.
  The bill clerk read as follows:

       A bill (H.R. 3902) to amend the District of Columbia Home 
     Rule Act to revise the timing of special elections for local 
     office in the District of Columbia.

  There being no objection, the Senate proceeded to consider the bill.
  Mr. REID. I ask unanimous consent that the bill be read a third time 
and the Senate proceed to passage of the bill.
