SECURING MARITIME ACTIVITIES THROUGH RISK-BASED TARGETING FOR PORT
SECURITY ACT
The SPEAKER pro tempore. The unfinished business is the question on
suspending the rules and passing the bill (H.R. 4251) to authorize,
enhance, and reform certain port security programs through increased
efficiency and risk-based coordination within the Department of
Homeland Security, and for other purposes, as amended.
The Clerk read the title of the bill.
The SPEAKER pro tempore. The question is on the motion offered by the
gentleman from New York (Mr. King) that the House suspend the rules and
pass the bill, as amended.

``yea'' to ``nay.''
So (two-thirds being in the affirmative) the rules were suspended and
the bill, as amended, was passed.

detained. Had I been present, I would have voted ``yea.''
Mr. BECERRA. Mr. Speaker, earlier today I was unavoidably detained
and missed rollcall vote 438. If present, I would have voted ``yea'' on
rollcall vote 438.
