                            TODAY'S VICTORY

  (Mrs. MALONEY asked and was given permission to address the House for 
1 minute.)
  Mrs. MALONEY. Mr. Speaker, today is not a victory for one party or 
another. It is not a victory for an ideology. It is a victory for the 
American people and for the millions who had, for years, gone without 
access to quality health care. It is a victory for women who will no 
longer be discriminated against in their insurance premiums and for 
preexisting conditions and for women and children and seniors and 
families.
  This is a great day for our country, as we finally join the community 
of economically advanced nations that see to it that all their citizens 
have access to quality care.
  Let's get on with the unfinished business of helping create more jobs 
and putting a Nation of healthy Americans back to work.
