Resolution 667 and rule XVIII, the Chair declares the House in the
Committee of the Whole House on the state of the Union for the further
consideration of the bill, H.R. 5325.

In the Committee of the Whole
Accordingly, the House resolved itself into the Committee of the
Whole House on the state of the Union for the further consideration of
the bill (H.R. 5325) making appropriations for energy and water
development and related agencies for the fiscal year ending September
30, 2013, and for other purposes, with Mr. Poe of Texas (Acting Chair)
in the chair.
The Clerk read the title of the bill.
The Acting CHAIR. When the Committee of the Whole rose earlier today,
a request for a recorded vote on the amendment offered by the gentleman
from New York (Mr. Reed) had been postponed and the bill had been read
through page 56, line 24.
The Acting CHAIR. Pursuant to clause 6 of rule XVIII, proceedings

rollcall vote 318.

Ms. SLAUGHTER. Mr. Chair, I was unavoidably detained and missed
rollcall vote Nos. 315, 316, 317, and 318. Had I been present, I would
have voted ``no'' on rollcall vote Nos. 315, 316, 317, 318.
