     ALLOWING OTHERWISE ELIGIBLE ISRAELI NATIONALS TO RECEIVE E 2 
                           NONIMMIGRANT VISAS

  Mr. REID. Mr. President, I ask unanimous consent that the Judiciary 
Committee be discharged from further consideration of H.R. 3992 and the 
Senate proceed to its consideration.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The clerk will report the bill by title.
  The legislative clerk read as follows:

       A bill (H.R. 3992), to allow otherwise eligible Israeli 
     nationals to receive E 2 nonimmigrant visas if similarly 
     situated United States nationals are eligible for similar 
     nonimmigrant status in Israel.

  There being no objection, the Senate proceeded to consider the bill.
  Mr. REID. Mr. President, I ask unanimous consent that the bill be 
read a third time and passed, the motion to reconsider be laid upon the 
table, with no intervening action or debate, and any statements related 
to the matter be printed in the Record.
