NOMINATION OF PAUL J. WATFORD TO BE UNITED STATES CIRCUIT JUDGE FOR THE 
                             NINTH CIRCUIT

  Mr. REID. Madam President, I now move to proceed to consider Calendar 
No. 552, the nomination of Paul J. Watford, of California, to be U.S. 
Circuit Judge for the Ninth Circuit.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The clerk will report the nomination.
