                                PROGRAM

  Mr. CASEY. Mr. President, it is the majority leader's intention to 
begin consideration of the motion to proceed to Calendar No. 400, S. 
3187, the FDA user fee bill, and equally divide the time until 10:30 
a.m., with the Republicans controlling the first half and the majority 
controlling the second half.
  At 10:30 a.m., the Senate will proceed to executive session to 
consider the Stein and Powell nominations, both nominees to the Federal 
Reserve Board of Governors. At noon, there will be two votes on 
confirmation of the nominations.
