  Mr. REID. Mr. President, today cloture was filed on the substitute 
amendment to the postal reform bill and the underlying bill. If no 
agreement is reached, the first cloture vote will be Thursday morning. 
I hope that agreement can be reached.
  For the information of all Senators, the filing deadline for first-
degree amendments to the substitute, as modified, is 1 p.m.
