                  UNANIMOUS CONSENT AGREEMENT--S. 1789

  Mr. WHITEHOUSE. Mr. President, I ask unanimous consent that following 
morning business on Tuesday, April 17, the motion to proceed to the 
motion to reconsider the vote by which cloture was not invoked on the 
motion to proceed to S. 1789, be agreed to; that the motion to 
reconsider be agreed to and that there be up to 10 minutes of debate, 
equally divided between the two leaders or their designees, on the 
motion to invoke cloture on the motion to proceed to S. 1789; that upon 
the use or yielding back of time, the Senate proceed to the cloture 
vote on the motion to proceed to S. 1789, upon reconsideration.
