SURFACE TRANSPORTATION EXTENSION ACT OF 2012
Mr. MICA. Mr. Speaker, I ask unanimous consent that the ordering of
the yeas and nays on the motion that the House suspend the rules and
pass the bill (H.R. 4239) to provide an extension of Federal-aid
highway, highway safety, motor carrier safety, transit, and

other programs funded out of the Highway Trust Fund pending enactment
of a multiyear law reauthorizing such programs, as amended, be vacated,
to the end that the Chair put the question de novo.
The Clerk read the title of the bill.
The SPEAKER pro tempore. Is there objection to the request of the
gentleman from Florida?
Mr. HOYER. Reserving the right to object, and I have no intention of
objecting, Mr. Speaker, but simply to say that we continue to believe
on this side of the aisle that we could resolve this issue, as we have
had this debate, over a longer term and give confidence to the markets,
give confidence to the States and localities by simply bringing the
Senate bill to the floor and passing that bill.
With that, Mr. Speaker, I withdraw my reservation.

4239 is vacated, and the Chair will put the question de novo.

The SPEAKER pro tempore. The question is on the motion offered by the
gentleman from Florida (Mr. Mica) that the House suspend the rules and
pass the bill, H.R. 4239, as amended.
The question was taken; and (two-thirds not being in the affirmative)
the motion was rejected.
