  Mr. REID. Madam President, S. 2204 is at the desk and due for its 
first reading.
  The PRESIDING OFFICER. The clerk will report the bill by title.
  The bill clerk read as follows:

       A bill (S. 2204) to eliminate unnecessary tax subsidies and 
     promote renewable energy and energy conservation.

  Mr. REID. Madam President, I ask for a second reading but object to 
my own request.
