UNITED STATES MARSHALS SERVICE 225TH ANNIVERSARY COMMEMORATIVE COIN ACT

  Mr. REID. Mr. President, I ask unanimous consent that the Banking 
Committee be discharged from further consideration of H.R. 886 and the 
Senate proceed to its immediate consideration.

       A bill (H.R. 886) to require the Secretary of the Treasury 
     to mint coins in commemoration of the 225th anniversary of 
     the establishment of the Nation's first Federal law 
     enforcement agency, the United States Marshals Service.

  There being no objection, the Senate proceeded to consider the bill.
  Mr. REID. Mr. President, I ask unanimous consent that the Boozman-
Pryor amendment, which is at the desk, be agreed to; that the bill, as 
amended, be read a third time and passed; that the motion to reconsider 
be laid upon the table with no intervening action or debate; and that 
any statements related to the bill be printed in the Record.

  The amendment (No. 1847) was agreed to, as follows:

       At the end, add the following:

     SEC. 8. FINANCIAL ASSURANCES.

       The Secretary shall take such actions as may be necessary 
     to ensure that--
       (1) minting and issuing coins under this Act will not 
     result in any net cost to the United States Government;
       (2) no funds, including applicable surcharges, shall be 
     disbursed to any recipient designated in section 7 until the 
     total cost of designing and issuing all of the coins 
     authorized by this Act (including labor, materials, dies, use 
     of machinery, overhead expenses, marketing, and shipping) is 
     recovered by the United States Treasury, consistent with 
     sections 5112(m) and 5134(f) of title 31, United States Code.

  The amendment was ordered to be engrossed and the bill to be read a 
third time.
  The bill (H.R. 886) was read the third time and passed, as follows:

       Resolved, That the bill from the House of Representatives 
     (H.R. 886) entitled ``An Act to require the Secretary of the 
     Treasury to mint coins in commemoration of the 225th 
     anniversary of the establishment of the Nation's first 
     Federal law enforcement agency, the United States Marshals 
     Service.'', do pass with the following amendment:
       At the end, add the following:
