                  MEASURE READ THE 1ST TIME--H.R. 1837

  Mr. REID. Mr. President, I am told there is a bill at the desk due 
for its first reading.
  The PRESIDING OFFICER. The clerk will report the bill by title for 
the first time.
  The assistant legislative clerk read as follows:

       A bill (H.R. 1837) to address certain water-related 
     concerns on the San Joaquin River, and for other purposes.

  Mr. REID. Mr. President, I ask for a second reading in order to place 
the bill on the calendar under rule XIV, but I object to my own 
request.
  The PRESIDING OFFICER. Objection is heard. The bill will be read for 
the second time on the next legislative day.
