CIVILIAN PROPERTY REALIGNMENT ACT
The SPEAKER pro tempore. Pursuant to House Resolution 537 and rule
XVIII, the Chair declares the House in the Committee of the Whole House
on the state of the Union for the further consideration of the bill,
H.R. 1734.

In the Committee of the Whole
Accordingly, the House resolved itself into the Committee of the
Whole House on the state of the Union for the further consideration of
the bill (H.R. 1734) to decrease the deficit by realigning,
consolidating, selling, disposing, and improving the efficiency of
federal buildings and other civilian real property, and for other
purposes, with Mr. Womack (Acting Chair) in the chair.
The Clerk read the title of the bill.
The Acting CHAIR. When the Committee of the Whole rose on Monday,
February 6, 2012, amendment No. 6 printed in House Report 112-385
offered by the gentleman from Missouri (Mr. Carnahan) had been disposed
of.
Amendment No. 3 Offered by Mr. Connolly of Virginia
The Acting CHAIR. Pursuant to clause 6 of rule XVIII, the unfinished
business is the demand for a recorded vote on the amendment offered by
the gentleman from Virginia (Mr. Connolly) on which further proceedings
were postponed and on which the ayes prevailed by voice vote.
The Clerk will redesignate the amendment.

Ms. CLARKE of New York, Ms. VELAZQUEZ, and Mr. NADLER changed their
vote from ``no'' to ``aye.''
So the amendment was rejected.
The result of the vote was announced as above recorded.
Stated for:
Mr. COLE. Mr. Chair, on rollcall number 36, (the Connolly Amendment
to H.R. 1734, the Civilian Property Realignment Act which provides for
the General Services Administration (GSA) to override the
congressionally-approved recommendations of the Commission and allow
property to be given at no cost to create open space) had I been
present, I would have voted ``no.''
The Acting CHAIR. There being no further amendments, under the rule,
the Committee rises.
Accordingly, the Committee rose; and the Speaker having assumed the
chair, Mr. Womack, Acting Chair of the Committee of the Whole House on
the state of the Union, reported that that Committee, having had under
consideration the bill (H.R. 1734) to decrease the deficit by
realigning, consolidating, selling, disposing, and improving the
efficiency of Federal buildings and other civilian real property, and
for other purposes, and, pursuant to House Resolution 537, reported the
bill, as amended by that resolution, back to the House with sundry
amendments adopted in the Committee of the Whole.
The SPEAKER. Under the rule, the previous question is ordered.
Is a separate vote demanded on any further amendment reported from
the Committee of the Whole? If not, the Chair will put them en gros.
The amendments were agreed to.
The SPEAKER. The question is on the engrossment and third reading of
the bill.
The bill was ordered to be engrossed and read a third time, and was
read the third time.
The SPEAKER. Pursuant to clause 1(c) of rule XIX, further
consideration of H.R. 1734 is postponed.
