                          PERSONAL EXPLANATION

  Mr. PASCRELL. Mr. Speaker, I missed the two rollcall votes today.
  Had I been present, I would have voted ``nay'' on rollcall vote No. 
34, on H. Res. 537--Rule providing for consideration of H.R. 1734--
Civilian Property Realignment Act. Additionally, had I been present, I 
would have voted ``aye'' on rollcall vote No. 35, on H.R. 1162--To 
provide the Quileute Indian Tribe Tsunami and Flood Protection, and for 
other purposes.
