                           VOTE EXPLANATIONS

  Mr. MENENDEZ. Mr. President, I was unavoidably detained for the 
rollcall vote on the motion to invoke cloture on the motion to proceed 
to S. 2038, the Stop Trading on Congressional Knowledge, STOCK, Act. 
Had I been present, I would have voted ``yea'' on the motion to invoke 
cloture. I cosponsored the STOCK Act on December 14, 2011.
  Mr. ISAKSON. Mr. President, I was unavoidably detained during 
rollcall vote No. 3 on the motion to invoke cloture on the motion to 
proceed to S. 2038.
  Had I been present I would have voted ``yea'' for rollcall vote No. 3 
and I ask that the Record reflect that.
  I suggest the absence of a quorum.
