  The following executive reports of nominations were submitted:
  Mr. ROCKEFELLER. Mr. President, for the Committee on Commerce, 
Science, and Transportation I report favorably the following nomination 
list which was printed in the Record on the date indicated, and ask 
unanimous consent, to save the expense of reprinting on the Executive 
Calendar that this nomination lie at the Secretary's desk for the 
information of Senators.

       National Oceanic and Atmospheric Administration nominations 
     beginning with Benjamin M. Lacour and ending with Brian D. 
     Prestcott, which nominations were received by the Senate and 
     appeared in the Congressional Record on December 5, 2011.

     Council on the Arts for a term expiring September 3, 2016;

     National Council on Disability for the remainder of the term 
     expiring September 17, 2011;
       *Stephanie Orlando, of New York, to be a Member of the 
     National Council on Disability for a term expiring September 
     17, 2014;
       *Gary Blumenthal, of Massachusetts, to be a Member of the 
     National Council on Disability for a term expiring September 
     17, 2013; and
       *Wendy M. Spencer, of Florida, to be Chief Executive 
     Officer of the Corporation for National and Community 
     Service.
