                           ORDER OF PROCEDURE

  Mr. LEVIN. I ask unanimous consent that the Senate proceed to the 
consideration of the pending Feinstein amendment No. 1125; that there 
be 30 minutes of debate equally divided and controlled in the usual 
form; that upon the use or yielding back of time, the Senate proceed to 
vote in relation to the Feinstein amendment, with no amendments in 
order prior to the vote.
