                          PERSONAL EXPLANATION

  Mr. VAN HOLLEN. Mr. Speaker, I was unavoidably absent from this 
Chamber today. I would like the Record to show that, had I been 
present, would have voted ``yea'' on rollcall votes 863, 864, 865, 866, 
867, and 868 and I would have voted ``nay'' on rollcall votes 869, 870, 
and 871.
