ORDERS FOR TUESDAY, NOVEMBER 8, 2011
Mr. MERKLEY. Mr. President, I ask unanimous consent that when the
Senate completes its business today, the Senate adjourn until 10 a.m.
on Tuesday, November 8, 2011; that following the prayer and pledge, the
Journal of proceedings be approved to date, the morning hour be deemed
expired, and the time for the two leaders be reserved for their use
later in the day; that following any leader remarks, the Senate be in a
period of morning business for 1 hour, with Senators permitted to speak
therein for up to 10

minutes each, with the time equally divided and controlled between the
two leaders or their designees, with the majority controlling the first
half and the Republicans controlling the final half; that following
morning business, the Senate resume consideration of the motion to
proceed to H.R. 674, the 3 Percent Withholding Repeal Act, postcloture;
further, that at 12 p.m. the Senate proceed to executive session under
the previous order and that when the Senate resumes legislative session
following the rollcall vote on confirmation of the Wallach nomination,
the Senate recess until 2:15 p.m. to allow for the weekly caucus
meetings; finally, that all time during adjournment, morning business,
executive session, and recess count postcloture on the motion to
proceed to H.R. 674.
