                          PERSONAL EXPLANATION

  Mr. CARSON of Indiana. Madam Speaker, I missed rollcall votes 818-820 
because of a death in the family. Had I been present, I would have 
voted ``yes'' on rollcall 818, ``yes'' on rollcall 819 and ``yes'' on 
rollcall 820.
