                  CECIL L. HEFTEL POST OFFICE BUILDING

  The bill (H.R. 2149) to designate the facility of the United States 
Postal Service located at 4354 Pahoa Avenue in Honolulu, Hawaii, as the 
``Cecil L. Heftel Post Office Building,'' ordered to a third reading, 
was read the third time, and passed.
  Ms. MIKULSKI. I suggest the absence of a quorum.
  The PRESIDING OFFICER. The clerk will call the roll.
  The assistant legislative clerk proceeded to call the roll.
  Mr. THUNE. Madam President, I ask unanimous consent that the order
