                     AMERICAN LEGION AUTHORIZATION

  Mr. REID. Mr. President, I ask unanimous consent that the Judiciary 
Committee be discharged from further consideration of S. 1639.

  The assistant legislative clerk read as follows:

       A bill (S. 1639) to amend title 36, United States Code, to 
     authorize the American Legion under its Federal charter to 
     provide guidance and leadership to the individual departments 
     and posts of the American Legion, and for other purposes.

  There being no objection, the Senate proceeded to consider the bill.
  Mr. REID. I ask unanimous consent that the bill be read a third time 
and passed, the motion to reconsider be laid upon the table, with no 
intervening action or debate, and any statements related to the bill be 
printed in the Record.

  The bill (S. 1639) was read the third time and passed, as follows:

       Be it enacted by the Senate and House of Representatives of 
     the United States of America in Congress assembled,

     SECTION 1. ADDITIONAL POWER OF AMERICAN LEGION UNDER FEDERAL 
                   CHARTER.

       Section 21704 of title 36, United States Code, is amended--
       (1) by redesignating paragraph (5) through (8) as 
     paragraphs (6) through (9), respectively; and
       (2) by inserting after paragraph (4) the following new 
     paragraph (5):
       ``(5) provide guidance and leadership to organizations and 
     local chapters established under paragraph (4), but may not 
     control or otherwise influence the specific activities and 
     conduct of such organizations and local chapters;''.
