                                SCHEDULE

  Mr. REID. Mr. President, I am in a moment going to note the absence 
of a quorum. There will be no speeches until the Republican leader and 
I have a chance to visit and determine what we are going to do this 
morning. We expect a vote fairly quickly. We will do the best we can. 
We are waiting for a message from the House.
  At this time, I suggest the absence of a quorum.
  The ACTING PRESIDENT pro tempore. The clerk will call the roll.
  The assistant legislative clerk proceeded to call the roll.
  Mr. REID. Mr. President, I ask unanimous consent the order for the
