  Mr. REID. Mr. President, H.R. 2587 is at the desk and is due for a 
second reading.
  The ACTING PRESIDENT pro tempore. The clerk will read the bill by 
title for the second time.
  The bill clerk read as follows:

       A bill (H.R. 2587) to prohibit the National Labor Relations 
     Board from ordering any employer to close, relocate, or 
     transfer employment under any circumstance.

  Mr. REID. Mr. President, I would object to any further proceedings in 
regard to this matter at this time.
