  Mr. REID. Mr. President, thank you very much. I apologize to everyone 
for the late hour. We have been waiting for the House to conduct their 
business and they are having trouble conducting it. As a result of 
their not sending us the material we need, we are going to have to wait 
until tomorrow to do our work.
