                  MEASURE READ THE FIRST TIME--S. 1420

  Mr. REID. Mr. President, I am told there is a bill at the desk due 
for its first reading.
  The PRESIDING OFFICER. The clerk will read the bill by title.
  The legislative clerk read as follows:

       A bill (S. 1420) to require that the United States 
     Government prioritize all obligations on the debt held by the 
     public, Social Security benefits, and military pay in the 
     event that the debt limit is reached, and for other purposes.

  Mr. REID. Mr. President, I ask for its second reading and, in order 
to place the bill on the calendar under the provisions of rule XIV, I 
object to my own request.
  The PRESIDING OFFICER. Objection is heard. The bill will be read for 
the second time on the next legislative day.
  Mr. REID. I suggest the absence of a quorum.
  The PRESIDING OFFICER. The clerk will call the roll.
  The legislative clerk proceeded to call the roll.
  Mr. REID. Mr. President, I ask unanimous consent that the order for 
the quorum call be rescinded.
  The PRESIDING OFFICER. Without objection, it is so ordered.
