                          PERSONAL EXPLANATION

  Mr. GRAVES of Missouri. Madam Speaker, on Monday, July 18, and 
Tuesday, July 19, I missed a couple of rollcall votes. Had I been 
present, I would have voted ``yea'' on Nos. 601, 603, 604 and ``nay'' 
on No. 602.
