                         CUT, CAP, AND BALANCE

  (Mr. SCALISE asked and was given permission to address the House for 
1 minute.)
  Mr. SCALISE. Mr. Speaker, over the last few months, we've heard a lot 
of speeches about fiscal responsibility. Today, here on the floor of 
the House of Representatives, we're going to give Members of Congress 
the opportunity to put their money where their mouth is.
  The cut, cap, and balance plan actually imposes real cuts to spending 
today. It puts caps on future growth, and it says that we're going to 
put an amendment in the Constitution that requires the Federal 
Government to do what States and families do, and that's actually 
balance the budget.
  Yet yesterday, the President comes out and says he would veto this 
plan. Well, of course, this is a President who said he wants 
commissions to balance the budget, who blames other people for the 
problems in Washington, who makes you think that the corporate jet 
owners are going to mysteriously balance the budget.
  This is a real proposal that actually gets us back to a balanced 
budget. The President, I think, has shown that he's not serious about 
addressing the problem of out-of-control spending. It's not that we're 
taxed too little in this country; it's that Washington spends too much.
  Cut, cap, and balance actually addresses the problem and puts fiscal 
sanity back in Washington where it's desperately needed.
