                          PERSONAL EXPLANATION

  Mr. PASCRELL. Mr. Speaker, I unavoidably missed two rollcall votes. 
Had I been present I would have voted ``yea'' on rollcall vote No. 601 
on passage of H.R. 33--To amend the Securities Act of 1933 to specify 
when certain securities issued in connection with church plans are 
treated as exempted securities for purposes of that Act. Additionally, 
had I been present I would have voted ``yea'' on rollcall vote No. 602, 
on approving the Journal.
