                          PERSONAL EXPLANATION

  Mr. CRITZ. Madam Speaker, I was unable to vote on the Motion to 
Recommit and Final Passage of H.R. 2354, the Energy and Water 
Appropriations Act of 2012. I would have voted ``aye'' on the Motion to 
Recommit, and ``no'' on Final Passage.
