                        PRIVILEGES OF THE FLOOR

  Mr. CARDIN. Mr. President, I ask unanimous consent that CPT Michael 
K. Lynch, a U.S. Army aviation officer who is currently serving as the 
defense legislative fellow for the majority leader, be granted the 
privilege of the floor for the duration of consideration of S. 1255, 
the Military Construction Authorization Act for Fiscal Year 2012.
